A good assessment task:
has a clear purpose, audience, or problem to solve
requires students to apply and transfer their learning, not just recall it
clearly identifies the competencies you identified in Step One.
Ask yourself, "If a student truly understands and can apply what I've taught, what would that look like in action?"
